Call Center in South Africa

Redial runs English-speaking customer service, sales and support teams in Johannesburg for US companies, with US daytime covered by afternoon, evening and overnight shifts. US contact center leaders named South Africa their first-choice offshore destination in Ryan Strategic Advisory's 2024, 2025 and 2026 buyer surveys, and this page shows what that looks like in practice, costs and risks included.

Why South Africa

Why South Africa for US customer operations

South Africa is the offshore market US buyers keep choosing: English that EF rates “Very High”, a fixed time gap that makes shift planning predictable, delivery costs analysts put well below US onshore, and a sector that more than doubled in five years. Here is the case, with a source beside each point.

US buyers’ first-choice offshore destination

US enterprise contact center leaders rated South Africa their first-choice offshore CX destination in Ryan Strategic Advisory’s 2024, 2025 and 2026 buyer surveys, and the country has placed in the global top three every year since 2020. One reason comes up in buyer interviews: empathy. The head of global CX at a US airline told Nearshore Americas, “There is always a high sense of empathy in their voice.”

English rated "Very High"

South Africa scores 602 on the 2025 EF English Proficiency Index: 13th of 123 countries, tied for the highest score in Africa and inside EF’s “Very High” band, with Johannesburg at 605 against a global average of 488. English is one of 12 official languages and the medium of business and higher education, and BPESA, the industry body, describes its talent pool as fluent English speakers with neutral accents.

A predictable six or seven hours ahead

Johannesburg runs on South Africa Standard Time, UTC+2, with no daylight saving, so it sits a predictable six or seven hours ahead of US Eastern, with US daytime covered by afternoon, evening and overnight shifts. A 9am call in New York is 3pm or 4pm in Johannesburg. Shifts that follow the client’s clock are standard practice in the sector.

Lower cost than onshore, with the analyst named

BPESA’s 2025 value proposition, citing Everest Group, puts South African delivery 55 to 65% below source cities such as Dallas, with government incentives trimming operating expenses a further 7 to 10%. Older steady-state, fully loaded figures from BPESA and operators sit at 40 to 45%, so a fair planning range is 40 to 65% below US onshore, depending on role complexity. Fully loaded, South Africa runs about 20% above the Philippines, according to Nearshore Americas.

A talent pool that scales

The City of Johannesburg had 4,803,262 residents at Census 2022, and BPESA estimates it holds 40% of the country’s contact center jobs. The University of the Witwatersrand enrolls 41,702 students and the University of Johannesburg more than 50,000.

The sector hired 26,346 people for international work in 2025, about 90% of them under 35, according to BPESA. Youth unemployment was 47.4% in Stats SA’s Q2 2026 labor force survey, which is why the sector recruits first-time hires and trains them from scratch.

A sector built for export work

Operators based in South Africa rate the country’s industry ecosystem 84.0% and its commercial property 84.9% in Ryan Strategic Advisory’s 2025 Offshore CX Confidence Index. Behind those scores, according to BPESA: a workforce that grew from 65,000 in 2019 to an estimated 150,000 in 2024, revenue up from US$1.04 billion to about US$2.91 billion, and a government GBS Masterplan targeting 500,000 international-servicing jobs by 2030, backed by a per-job incentive paid to operators.

How the market compares

South Africa beside Redial’s other two markets

Redial delivers from three countries, and each does a different job. South Africa is the English voice market: fluent, empathetic agents on afternoon, evening and overnight shifts that cover the US day, at a cost between the Philippines and nearshore Mexico.

The Philippines covers US hours on a night shift at the lowest base labor cost of the three; read Why Philippines. Mexico is nearshore: bilingual English and Spanish agents on US Pacific Time, with Tijuana Centro a short walk from the San Ysidro crossing, for programs that need same-day collaboration or Spanish; read Why Mexico. A program can run across two or three sites under the Follow-the-Sun model, and Offshore Services explains how we scope one across Johannesburg and Manila.

What we run here

What Redial runs from South Africa

Johannesburg is Redial’s English voice site. Teams here run inbound customer service, retention and technical support for US software, healthcare and financial services companies, along with outbound sales, debt collection and insurance verification. Industries served from Johannesburg today: financial services, healthcare and software support.

The local market plays to those strengths. In BPESA’s April to June 2025 job-creation report, 71% of the sector’s new international jobs were frontline voice roles, and the top hiring verticals were utilities and energy, insurance, and retail and e-commerce. (Source 27)

Every program runs on the same recruiting and training process as Redial’s Mexico and Philippines sites, so a client can start in Johannesburg and add Manila or Tijuana later. The full catalog is on the services page.

Johannesburg

Constantia Office Park, Weltevredenpark, Roodepoort

Redial’s South Africa site opened in 2023 in Constantia Office Park in Roodepoort, Johannesburg. It is built for English-language programs that follow US hours, so the floor is busiest in the South African afternoon, evening and overnight.

Johannesburg is the country’s largest contact center base, with 40% of South Africa’s contact center jobs by BPESA’s estimate, which means experienced agents and team leaders to recruit from. Client visits fly into O.R. Tambo International, Africa’s busiest airport.

How we run teams here

How we hire, train and run teams in South Africa

Every Redialer in Johannesburg goes through the same four-step process we use in Mexico and the Philippines. A new program goes live in four to six weeks through eight milestones: contract award, kickoff, recruitment calibration, hiring class one, IT setup, train the trainer, operations KPIs and QA, and go-live.

1

Recruit and test

Johannesburg’s pool includes experienced agents from the country’s largest contact center market and first-time hires; the sector fills more than 30,000 jobs through impact sourcing for previously unemployed youth, according to the dtic. Every candidate is tested for typing at 35 words per minute with 80% accuracy, English proficiency and a call simulation, and passes a criminal background check.

2

Go live in 4 to 6 weeks

Training covers your product, systems and compliance rules, with a train-the-trainer stage so Redial’s Johannesburg trainers own the curriculum before the first class. Recruitment calibration comes early, so the first hiring class matches the profile you signed off.

3

Lead at 11:1

An operations manager runs about 50 agents; supervisors and team leaders run about 11 each, so every agent has a leader close enough to listen to calls and coach in the same shift. A Johannesburg-based site manager leads the site, with your commercial contact at Redial’s headquarters in San Diego.

4

Follow up through week six

After training, every graduate gets a structured six-week onboarding follow-up, coached against the operations KPIs and QA plan agreed as a milestone before go-live, so results are measured against targets you approved. Scorecards cover quality, service level, handle time and the customer measures your program is built on, reviewed with your team on the cadence agreed at kickoff.

What buyers ask

Power and load shedding

Eskom ran 352 load-shedding-free days in its 2024/25 financial year and 341 consecutive days without load shedding through early 2026, with the Energy Availability Factor up from 54.6% in FY2023 to about 65% in FY2026. That follows a record 2023 with more than 330 days of load shedding.

Operators based in South Africa still report low confidence in grid reliability in Ryan’s 2025 index.

The rand

The rand moves. Trading Economics records an all-time USD/ZAR high of 19.93 in April 2025; Sable International reports that the rand then gained roughly 13% over 2025 to end the year near R16.42 to the dollar, its strongest year since 2009.

A weaker rand lowers dollar-denominated delivery cost and a stronger rand raises it. Redial quotes US programs in US dollars, with currency handled in the contract terms rather than passed through month to month.

Security and site visits

Buyers ask about crime, so here is the data. Numbeo’s crime index, a perception survey, scores Johannesburg 80.8, fifth in the world, and measures perception rather than officially recorded crime.

Operators based in South Africa rate traveler safety high in Ryan’s 2025 index and commute safety borderline low. Night-shift transport is a common arrangement in the sector, and BPOs cluster in secured office nodes.

Data protection and compliance

South Africa’s data-protection law, POPIA, took effect on July 1, 2020, with full enforcement from July 1, 2021, under the Information Regulator. It is a GDPR-style national law, so the consent, purpose-limitation and cross-border transfer concepts your legal team knows will be familiar. Redial runs PCI DSS and HIPAA-compliant programs in Johannesburg, the same standard as our Mexico and Philippines sites, with data handling, access and call-recording rules set during the IT setup milestone.
