Call Center in Mexico

Redial runs bilingual call center teams in Tijuana and Mexicali for US companies, on US Pacific hours and minutes from San Diego. Baja California changes its clocks with the US under Mexico's 2022 time-zone law, so these teams are never more than three hours behind any mainland US customer, in any season.

Why Mexico

Why Mexico for US customer operations

US enterprise buyers named Mexico the most favored nearshore CX delivery destination in Ryan Strategic Advisory’s 2023 survey, and it stayed a top nearshore choice for US buyers in the 2024 and 2026 editions. The reasons: your clock, two languages, lower cost, and two cities of nearly three million people.

Same time zone as your team

Tijuana and Mexicali run on Pacific Time and change clocks on the same dates as the US under Mexico’s 2022 time-zone law. A day shift here reaches every mainland US time zone within business hours, so escalations and site visits happen in your working day.

Bilingual English and Spanish, at scale

Mexico scores 440 on EF’s 2025 English Proficiency Index, 103rd of 123 countries, so Redial’s bilingual case rests on a documented pool. That pool includes the large share of Tijuana’s English-language agents who, KPBS reports, grew up in the United States and returned to Mexico, and graduates of UABC and of CETYS, which teaches degrees entirely in English in both cities. Agents are hired for English and Spanish.

Lower cost than onshore, without the distance

Industry sources put nearshore Mexico 30 to 50% below fully loaded US onshore cost, and analyst studies run higher: Everest Group’s 2024 city study has Monterrey 55 to 60% below Dallas, and a KPMG study cited by the Tijuana EDC (2016) found entry-level customer service 46% cheaper than in the US. No 12-hour offset, no overnight flight.

A talent pool that scales

Tijuana is Mexico’s most populous municipality, 1,922,523 people in INEGI’s 2020 census, and Mexicali, the state capital, has 1,049,792. Operators based in Mexico rate the labor market 84.0% in Ryan Strategic Advisory’s Offshore CX Confidence Index 2025, very high for voice and back-office hiring in English and Spanish, so a large ramp draws on a city, not a shortlist.

Digital infrastructure operators rate 86.4%

Operators based in Mexico rate its digital infrastructure 86.4% in the same index, very high on internet, fiber and 4G/5G: the highest infrastructure score of Redial’s three countries. Arelion’s 2025 underground fiber route runs from Tijuana into San Diego, so the links between your systems and the floor are short, redundant and well rated.

Cultural fit with US customers

More than 130,000 Baja California residents were born in the United States (INEGI, 2020), and 34,520 Tijuana residents commuted to US jobs in 2020 (Estudios Fronterizos). Many agents grew up in the US or cross the border routinely, and KPBS reports that their English and familiarity with American culture are seen as an asset by Tijuana’s call centers.

How the market compares

Mexico beside Redial’s other two markets

Mexico is the nearshore seat: same day, Pacific time, English and Spanish. South Africa and the Philippines cover US daytime on later shifts. Why South Africa, Why Philippines, and Nearshore Services.

Tijuana Centro

Av. Revolución 993, Zona Centro, 22000 Tijuana, B.C.

Redial has run teams in Tijuana since 2017. The site is in Zona Centro, about a 20-minute walk from the San Ysidro crossing, the busiest land port of entry in the Western Hemisphere; Tijuana’s airport is about three miles away, and if your trip includes a flight to or from it, CBX, the bridge from its San Diego terminal, skips the land crossing. Built for bilingual voice at scale and frequent client visits.

Mexicali

Av. Gral. Ignacio Zaragoza 1298, Nueva, 21100 Mexicali, B.C.

Baja California’s capital, 1,049,792 people in INEGI’s 2020 census, sits directly across the border from Calexico, California, a crossing that handled 5.4 million vehicles and 3.2 million pedestrians northbound in 2025 (BTS). The site serves the US Southwest on Pacific and Mountain hours, with UABC’s Mexicali campus and CETYS’s English-taught programs in the same city; Mexicali’s EF English score, 463, is above the national 440.

How we run teams here

How we hire, train and run teams in Mexico

Recruiting and tests, a 4 to 6 week onboarding, leadership at 11:1 and 50:1, and a weekly quality review. Local leadership is named by role on the program.

1

Recruit and test

Every candidate is tested for typing (35 words per minute at 80% accuracy), English proficiency and a call simulation, and passes a criminal background check before an offer. Recruiting is calibrated with you before the first hiring class opens.

2

Train in 4 to 6 weeks

A program goes live in four to six weeks through eight milestones, in order: contract award, kickoff, recruitment calibration, hiring class one, IT setup, train the trainer, operations KPIs and QA, and go-live. Four to six weeks is the launch window, not the training length: training runs inside it.

3

Lead at 11:1

An operations manager runs about 50 agents; supervisors and team leaders run about 11 each. Operations managers, supervisors and team leaders work on the floor, so a question on the floor gets an answer on the floor.

4

Follow up through week six

Training is followed by a six-week onboarding follow-up, so new agents are coached against the operations KPIs and QA plan agreed before go-live, milestone seven of eight, not after the first report.

Straight answers

What buyers ask about Mexico

Security and site visits

The US State Department rates Baja California Level 3 but applies no additional travel restrictions to its own employees in Tijuana (May 2026 advisory), noting that most homicides are targeted and in non-tourist areas. Tijuana’s intentional homicides fell from 1,809 in 2024 to 1,219 in 2025 (state prosecutor, preliminary), and operators based in Mexico report high confidence in traveler and commute safety (Ryan Strategic Advisory, 2025). Visits: walk across at San Ysidro, or use CBX if your trip includes a flight to or from Tijuana’s airport.

The peso

A stronger peso raises the dollar cost of peso wages, and the peso moves: 17.91 to 20.85 per dollar in 2025, 16.89 to 18.41 so far in 2026, 18.25 on October 12, 2026 (exchange-rates.org; Banxico). Operators based in Mexico give economic stability 73.9%, with low confidence in peso stability (Ryan Strategic Advisory, 2025). The fix is contractual: dollar pricing or an agreed rate band removes the exposure for the term, and we cover it on the first call.

Labor-law changes

Mexico’s constitutional 40-hour work-week reform took effect March 3, 2026 and cuts the maximum week from 48 hours to 46 in 2027, then two fewer each year to 40 in 2030, with no cut in pay (Expansión; Baker McKenzie). The 2026 minimum wage in the northern border zone, which includes all of Baja California, is 440.87 pesos a day, up 5% (EY). Both are set a year or more ahead: they go into the staffing plan, not into a surprise.
