Delivery Model

Nearshore Call Center Services from Mexico

Nearshore call center services put your customer team in a neighboring country, on your hours: Redial delivers them from Tijuana and Mexicali for US companies that want English and Spanish on Pacific Time. Here is what nearshore costs against onshore and offshore, with the analysts named, and how a team goes live in four to six weeks.

Mexico since 2017 Same clock as San Diego English and Spanish

What it means

What nearshore means, and who it suits

Nearshore means your call center sits in a nearby country that shares your working day. Onshore means it sits in the United States, at US labor cost. Offshore means it sits across an ocean, where cost is lowest and your business day is the agents’ afternoon, evening or night.

For US companies, nearshore means Mexico. Tijuana and Mexicali keep the same clock as San Diego, because Mexico’s 2022 time-zone law keeps daylight saving only for the northern border. Agents are hired for English and Spanish, and many grew up in the United States.

Nearshore call center services, or nearshore BPO when back-office work is included, suit programs where an agent talks to your customer in real time: customer service, sales, technical support, insurance verification. They suit brands with Spanish-speaking customers or customers of Mexican origin (Pew Research counted 37.2 million people of Mexican origin in the US in 2021), and teams that want day shifts and a floor they can visit.

Redial serves US companies first, and Canadian and Latin American brands that need the same coverage. If you need overnight coverage at the lowest cost, offshore from South Africa or the Philippines may fit better; the table below compares the three.

Why nearshore

Five reasons US companies go nearshore

The case for nearshore is built on working-hour overlap, bilingual delivery, proximity and a ramp designed around the program.

$

Lower cost than onshore

Everest Group’s 2024 location study puts annual operating cost per full-time employee in Monterrey 55 to 60% below Dallas, and a 2016 KPMG study cited by the Tijuana EDC found Mexico’s entry-level customer-service staff cost 46% less than in the US. Those are destination ranges, not Redial’s rates.

◔

Your hours, not a night shift

Tijuana and Mexicali run on Pacific Time and change clocks on the same dates as the US, so they are never more than three hours behind any mainland US time zone. An 8-to-6 Eastern day falls between 5am and 3pm in Baja California, a day shift. A question asked at 10am gets answered at 10am.

Aa

English and Spanish in one team

Baja California’s bilingual pool is specific, not a national average. Mexico scores 440 on EF’s 2025 English Proficiency Index, but Tijuana’s English-language call centers are staffed largely by agents who grew up in the United States (KPBS, 2023), and more than 130,000 Baja California residents were born in the US (INEGI, 2020). Agents are hired for English and Spanish, and Redial tests every candidate’s English before hiring.

⇅

Scale in weeks

Tijuana is Mexico’s most populous municipality, with 1.92 million residents in INEGI’s 2020 census, and Mexicali adds 1.05 million. UABC, the state university, enrolls about 70,000 students and graduates close to 6,000 a semester (El Imparcial, 2026). Redial recruits from that pool, and a new program goes live in four to six weeks.

✈

Visit the team, not a dashboard

Tijuana Centro is a short walk from the San Ysidro crossing, the busiest land port of entry in the Western Hemisphere (GSA). Fly into San Diego, cross on foot and sit with your team the same morning. If your trip includes a flight to or from Tijuana’s airport, CBX, the 390-foot bridge from its San Diego terminal, skips the land crossing; about 4 million passengers used it in 2025 (GAP).

Compare

Nearshore, offshore and onshore, side by side

Nearshore trades a few points of savings for shared hours, Spanish and a short trip; offshore wins on cost and overnight coverage, but means shifted hours for the agents and a long flight for you. The percentages below are industry and analyst ranges against an onshore baseline, never Redial’s rates; real savings depend on a program’s roles, channels and hours. Redial runs nearshore from Mexico and offshore from South Africa and the Philippines, so we can say which fits before pricing.

How it starts

How a nearshore engagement starts

Every Redial program follows four steps, and onboarding runs on a published schedule: four to six weeks from contract award to go-live, through eight milestones.

1

Needs assessment

We start with your volumes, channels, hours, languages and the metrics you are held to. That tells us whether the program belongs in Tijuana Centro, Mexicali or both, and whether part of it should run offshore.

2

Custom strategy

We design the team: headcount, shift pattern on Pacific Time, English and Spanish mix, QA framework and reporting. An operations manager runs about 50 agents; a supervisor or team leader runs about 11.

3

Team onboarding, 4 to 6 weeks

Recruitment calibration sets the profile. Candidates pass a typing test (35 words per minute at 80% accuracy), an English test, a call simulation and a criminal background check. Your trainer trains our trainers, IT is set up, KPIs and QA are agreed, and the first class goes live.

4

Ongoing quality control

A six-week onboarding follow-up tracks every new agent after go-live. Then audits, QA scoring, reporting and performance reviews run for the life of the program.

Scope

Services and compliance

From Tijuana Centro and Mexicali, Redial delivers customer service, inbound and outbound sales, technical support, back-office support, debt collection and insurance verification, in English and Spanish, for retail and e-commerce, healthcare, financial services, logistics, and software and technology clients. See all services for the full list.

Programs are PCI DSS and HIPAA-compliant. PCI DSS applies wherever card data is handled, and HIPAA permits protected health information to be processed outside the US under a business associate agreement and a documented risk analysis (HHS). Mexico’s 2025 federal data-protection law governs personal data at the sites, and USMCA Chapter 19 bars restrictions on cross-border data flows.

Proof

Affordable Dentures & Implants: 31% faster insurance verification

Insurance verification means confirming a patient’s coverage with the payer before the visit. Affordable Dentures & Implants runs that work with Redial; the published result is verification 31% faster. It is work nearshore fits well: real-time calls to US payers during US business hours, with HIPAA-compliant handling of health information.
