Inside a staffed contact center, voice AI has a specific job: be the first tier. It replaces the touch-tone menu that routes but does not resolve, and the voicemail that captures but does not answer. It takes the transactional calls end to end, covers the hours and the spikes the team cannot, and hands everything else to an agent who already knows what the caller said. This page explains what the first tier should take, how it works with the agents behind it, and how to measure the net effect rather than assume it.
The IVR. A touch-tone menu asks callers to translate their problem into a number, then routes them to a queue. Conversational voice AI asks what the caller needs, in their words, and either resolves it or routes it with the reason attached. Gartner’s definition of useful agentic AI is goal-driven agents that take actions, not just answer questions 1; the contrast with the IVR is exactly that.
The voicemail. After hours, the alternative to voice AI is usually a recording. Consumers do not like it: when a business does not answer, 21% immediately call another business and 82% say they will call a competitor (CallRail survey of 1,000 US consumers, 2025) 2. One AI receptionist vendor’s data put 28.5% of small business calls outside standard business hours in 2025 3. Zendesk found 74% of consumers now expect 24/7 service 4.
Apply the three tests from the Handoff Standard: transactional, low emotional stake, low data risk. Inside a staffed program that typically means appointment booking and rescheduling, order and case status, hours and locations, documented FAQs, password and account unlocks where the identity check is low-risk, and intake (gathering details before a person joins). It should not take complaints, payments without a compliant capture design, clinical or legal questions, or disputes; it should gather the context and hand those to a person.
McKinsey’s analysis reports one energy company cut billing call volume about 20% and authentication time by up to 60 seconds after integrating an AI voice assistant with back-end workflows 5. The gain came from connecting the AI to systems, not from the AI alone.
| Tier | Who | Takes | Hands off when |
| Tier 1 | Voice AI | Transactional, low-stake, low-risk calls; after-hours and overflow; intake | Caller asks, scope exceeded, policy category, frustration or emergency signal |
| Tier 2 | Agents (Redial’s bilingual teams or the client’s) | Everything handed off, with the conversation attached; complex and sensitive calls routed directly | Specialist or supervisor needed |
| Tier 3 | Specialists, supervisors, client staff | Escalations, exceptions |
The handoff between Tier 1 and Tier 2 is governed by the five requirements of the Handoff Standard and measured with handoff rate by reason, time to human, and context carried. Among SMBs using AI in customer service, only 32% use voice AI or IVR, against 74% using chatbots 6; voice remains the less crowded place to add a first tier.
A first tier should lower cost per contact and shorten first response, but the net benefit after implementation, platform, and operating cost has to be measured, not promised. Track, by month: cost per resolved issue for AI-handled and agent-handled contacts separately; first response time by hour, especially after hours; handoff rate by reason; caller satisfaction split by handler; and after-hours contacts resolved or booked. Compare against the 90 days before the tier went live. The 2019 Gartner benchmark of USD 8.01 per live contact versus about USD 0.10 for self-service is often quoted 7; it is seven years old and ignores handoff cost, so use your own numbers.
Redial delivers voice AI as the first tier inside staffed programs through its Voice AI service 8, with bilingual agents in Mexico, South Africa, and the Philippines as the second tier and the handoff measured 9. The AI front desk Redial is previewing, IzzyOps (working name), is designed to serve the same first-tier role, packaged for smaller businesses and for mid-market programs where Redial agents take the handoff. Redial will publish the net effect from pilot scorecards, not before.
Is voice AI the same as an IVR?
No. An IVR routes calls through a menu. Conversational voice AI understands the caller’s request in their words and either resolves it (books, confirms, looks up status) or hands it to a person with the reason attached.
What share of calls should the first tier resolve?
Whatever your call sort predicts. Appointment-driven operations have a high transactional share; complaints-heavy ones do not. Service teams across industries estimate AI handles about 30% of cases today 10; measure your own.
Does adding a voice AI tier reduce agent headcount?
Usually it changes the mix of calls agents take rather than the number of agents. Only 20% of service leaders have reduced staffing because of AI 11. Volume keeps growing, and the agents take the harder calls.
How do we keep callers from feeling trapped?
Honor a request for a person immediately, disclose that it is AI at the start, and carry the conversation across the handoff. Those are the three design rules of the Handoff Standard, and they address the top complaint about automation, the inability to reach a human 12.
Book a demo of IzzyOps (working name), the AI front desk Redial is previewing, and listen to a transactional call resolved end to end and a complex one handed to a person with the context attached. Commercial availability is planned for late 2026 to early 2027.
